Who Needs DTCP Approval in Gurgaon?

It is essential for anyone who is building a new house, putting up a floor on their house or doing any structural changes to their plot of land. This is for independent floors, builder floors, farmhouses and villas. Work upgrading the structure as well. A fresh coat of paint doesn't. A new staircase does. 

 

The DTCP Approval Process, Step by Step

Step 1: Verify Plot Eligibility

Before anything gets drawn on paper, check the basics. Is the road wide enough for the floors you want? A Stilt+4 structure, for instance, generally needs a road of 10 metres or more. Is the land zoned residential? Are there any encroachments on record?

We've seen buyers assume a road "looks wide enough." It rarely holds up. DTCP measures road width from official survey records, not from a walk-through. Get this checked first, or the rest of your plan is built on sand.

Step 2: Hire a Licensed Architect

You can't submit your own hand-drawn sketch and expect a sanction. DTCP requires plans from a registered architect, ideally one empanelled with MCG or the Haryana TCP department. They'll prepare the layout, elevations, sections, and structural drawings.

This is also where soil testing and a topographical survey usually happen. Skip these, and structural issues can surface much later, long after the concrete has set.

Step 3: Prepare the Application Set

Your architect compiles the full submission. This typically includes Form BR-I and Form BR-II, site layout, parking provisions, rainwater harvesting design, and fire safety details if applicable. Every drawing needs to match ownership documents exactly. Even a small mismatch can bounce the file back.

Step 4: Submit Through HOBPAS

Gone are the days of standing in queues at a government office. The Haryana Online Building Plan Approval System, or HOBPAS, has handled this since 2018. Log in at the TCP Haryana portal, upload your documents, and pay the scrutiny fee, usually calculated per square metre of plot area.

The system checks your submission against the Haryana Building Code automatically. Flag a deviation, and you'll know within days, not months.

Step 5: Scrutiny and Site Verification

An officer reviews the file. Sometimes a site visit follows, especially for larger plots or group housing. They're checking whether your paperwork matches ground reality. Land use, boundary lines, and access roads all get a second look here.

Step 6: Sanction Letter

Once everything checks out, DTCP issues a sanction letter. Keep it safe. You'll need it for utility connections, resale, and later for your Completion and Occupancy Certificates. Any change to the approved plan after this point needs fresh approval. Don't wing it on-site.

Fees depend on built-up area, FAR utilisation, and zone. Expect scrutiny charges, development charges, and possibly a betterment levy on top. Get an estimate before you commit, not after.

 

Common Mistakes That Delay Approval

Homeowners rarely delay their own projects on purpose. It usually comes down to a handful of repeat mistakes.

Submitting plans with an unregistered draftsman is one. DTCP won't accept it. Assuming road width without checking survey records is another, and it's the one we see most often near Golf Course Road Extension and Sohna. Skipping the fire NOC on taller structures also trips people up, particularly past 15 metres in height.

Then there's the classic: starting construction the moment the architect says "it looks fine," instead of waiting for the actual sanction letter. That gamble rarely pays off.
